Introduction
The purpose of the job is to lead and manage strategic sourcing initiatives that ensure value-for-money procurement, compliance with supply chain policies, and alignment with AGSA’s operational and strategic goals.
Job description

Strategic Function
• Lead, develop, implement and manage the strategic sourcing function within the AGSA
• Ensure sourcing initiatives align with AGSA’s strategic objectives
• Design and implement sourcing strategies for assigned categories
• Manage sourcing methodologies and strategies for ICT and other project requirements with the aim of reducing costs, risk and driving the transformation agenda objective
 
Product Management
• Oversee sourcing strategies, processes, procedures and tools for sourcing complex once-off projects, departmental systems that will ensure sourcing best practices
• Oversee the end to end strategic sourcing process—including needs assessment, RFP/RFQ development, bid evaluation, supplier selection, contracting, and award recommendations
• Manage and report sourcing strategies, processes and activities for identified project requirements to achieve business operational efficiencies
• Develop and execute negotiation strategies and tactics to enhance defined value propositions
• Analyse and report on strategic sourcing related risks, exposures and trends
• Conduct market analysis and benchmarking to anticipate trends and price fluctuations
• Lead supplier selection, negotiations, and contracting processes 
• Develop and maintain strong supplier relationships to ensure quality, reliability, and cost-effectiveness
• Monitor supplier performance using KPIs and scorecards; implement continuous improvement programs
• Drive cost optimization initiatives and identify opportunities for innovation
• Assess and mitigate supply chain risks
• Ensure compliance with procurement policies, ethical sourcing standards, and regulatory requirements
• Support procurement governance structures by ensuring evidence based decisions and documentation quality
• Challenge supplier pricing to ensure cost-effectiveness
• Identify sourcing risks and recommend mitigation strategies
•Improve system costs and procurement turnaround times
 
Stakeholder Management 
• Establish, build, and maintain collaborative working relationships with relevant internal stakeholders
• Build and maintain positive and value-adding relationships with relevant internal/external stakeholders
• Engage with both internal and external stakeholders to identify and evaluate performance barriers to continuously improve service delivery
• Collaborate with internal stakeholders to define material, quality, and service requirements
• Communicate sourcing strategies and outcomes to senior leadership
• Lead cross-functional projects to harmonize sourcing practices and achieve economies of scale
 
People Management
• Support the business unit transformation/ culture plans
• Support the management team regarding centre management and other people related tasks
• Provide leadership and direction for the centre and manage team performance to drive productivity
• Motivate, coach and mentor staff to ensure maximum productivity and development of the staff to their full potential
• Determine the mix and level of capability required to enable the centre to support the BU and organisational objectives
 
Financial Management 
• Compile the centre budget and contribute to the development of the business unit’s budget
• Manage the centre expenditure
• Ensure compliance to AGSA policies and procedures
• Ensure compliance with internal processes and procedures
• Manage supply chain processes within scope of work
 
Other responsibilities 
• Perform and/or manage other projects, tasks and assignments not stipulated on the Job description as and when required.

Minimum requirements

Minimum requirement

Formal Education
This position requires a minimum post graduate Degree in Commerce, Business Administration, Supply Chain, Logistics or related field.
Professional Membership with Chartered Institute of Procurement and Supply (MCIPS) would be an added advantage
 
Experience
Minimum 7 years’ experience with at least 4 years’ experience operating at a manager level in procurement/supply chain management environment
